Stagger shuttles or hold and go

I’m mapping Saturday’s flow: ceremony out at 4:30, cocktails 5:00–6:00, hotels 12 minutes away, two 27-passenger minis plus one sprinter, about 110 riders across three stops. Do you favor 10–12 minute staggered departures or a hold‑and‑go with a 20‑minute buffer to keep the photo group together, assuming about 7 minutes per load and ADA boarding adding 3–4? Goal is fewer standers and no clogging at the venue circle.

Stagger 10–12; preload ADA; hold sprinter to sweep stop 3; ‘7 minutes per load.’.
